I'm off to Washington tomorrow to testify before the U.S. Senate Subcommittee on Intellectual Property, at a hearing on the STRONGER Patents Act. Here's a link to the Judiciary Committee's webpage, from which you will be able to view a video of the hearings at some point in the near future, and to download the panelists' written testimony (including mine). Although I will be focusing on section 106 of the bill, which would partially overrule the eBay decision, I expect that many of the panelists will be addressing the provisions of the bill that would weaken inter partes reviews (IPRs).
